I don't have this program but you might try to see if it works with the compatibility mode. Try these steps. 1) Go to All Apps and find Adobe Photoshop CS4 2) Right Click (don't run it) 3) Go to Open File location which will bring you to the shortcut 4) Right click the shortcut and find Properties at the end of list 5) You should see a compatibility tab then click the compatibility list and try and earlier version of Windows. See if this work for you. I just upgraded from Windows 7 to 10 and my Adobe Photoshop CS4 works just fine.
I wish I could say that about the rest of my Adobe Suite, like InDesign and Illustrator. I can't even find those programs on my laptop! I use these apps frequently to do volunteer graphics work and just hate having to pay a monthly subscription to Adobe to switch to their cloud base apps when everything was working just fine. It is too bad Microsoft did not notify me when they evaluated my system for Windows 10 upgrade or I would have stayed with Windows 7. After upgrading from Win 7 to 10, I was able to find Adobe CS4 InDesign, Illustrator and Photoshop by clicking the Start button then All Apps then Adobe Design Standard folder. These three apps work fine with Windows 10. Also Adobe Premiere Elements 9 was found the same way, but in Adobe folder. All is good now! Thank you Microsoft.
I really like Win 10 and now ready to upgrade my 'good' computer. Everything seem to work a bit faster and smoother, even on my old and tired Sony VAIO with only 4GB of RAM memory. Most all of the programs default automatically to run in Vista mode. Some of the programs are not compatible with Windows X when running with Vista compatibility, so better to ensure your Photoshop is running at least at Windows 7 or higher. From your backup shortcuts, highlight a program shortcut icon with one left click, then one right click, scroll to the bottom and select 'Properties', select the 'Compatbility' tab, --- CHECK the Compatibility mode in the section underneath the Run compatibility troubleshooter bar. If it says in the greyed out box any operating system older than Windows 7 or 8, consider checking the box that says Run this program in compatibility mode for, then select an appropriate compatible operating system (as mentioned, I set all of my programs to 7 and they all seem to work as they did before) --- then click the 'Run compatibility troubleshooter' bar. Windows will open a window and run a very short compatibility check, (if this is the first time you've run this program since your upgrade) select 'Try recommended settings', click the box 'Test the program'. The program will open. Observe if there are any anomalies or if it seems normal. Try to open a previous file and check for any issues. If all looks good, close the program.
